Towing Issues: Towing unreg/uninsured vehicles, insurance inspections, tow companies

My question is this.  If I were to tow a vehicle (requested by the PD) that is unregistered and uninsured in mass, can the car be towed to the owners house or is it supposed to be towed and impounded until registered and insured?  Is it up to the police station, tow company or per rules of Mass?

This kind of depends on the actual reason for the tow, and the laws of that state. Reason I say this, is that a vehicle towed by order of the police department can have a "hold" placed on it till certain things are corrected..
I know that Massachusetts does have laws regarding insurance, inspections and such and they are all designed to "keep the revenue" coming in to the state... That being said, it becomes an "untaxed vehicle" and as such they do not want it on the road at all. So it would seem to me that it was the police who would be making that call

The officers at the scene who ordered the tow are the ones who make the decision there and that is what is done by the tow company who is basically following orders from the police officer... (remember who has the badge and the gun tend to have the power)

Towers do ask for proof of registration and insurance at times when releasing vehicles, but it is kind of a CYA thing also. You know how it is with bartenders how serve drinks can be responsible for putting someone on the road, tow companies also want to make sure that the vehicle is legal to be on the road so that they do not get sued.
