Towing Issues: portable tow truck, thick steel plate, bakersfield calif

Richaard,
I was given a towing device that actually operates like a
tow truck. It has an arm that lowers to the ground a thick
steel plate that fits under the vehicle where chains are
attached, a hand crank cable to lift the boom, safety chain
etc, this sits on a beam axle with no suspension and hooks
up to a 1 7/8 tow ball and is pulled like a trailer.
Do you know anything about these and if they need to be
registered etc. It is heavy duty and seems very well made.

Well I have seen things like that before, not sure if they really need to be registered... I guess I have not paid attention to them that close... They do seem to do the task they were designed for... Some of them looked real ugly that I have seen over the years...

Best answer is that you check with California DMV as to the registration issues...
