Towing Issues: Handicap towing, handicap spot, handicap spaces

i had my nissna pathfinder towed away from my apartment complex in sacramanto ,CA. I had parked in a handicap spot & my placard was on the dashboard of my car. I had attached it in the mirror but it had fallen down on my dashboard. The tow truck came around and told me to pay$90.00 and after a while when i agrees they refused to take my funds and instead towed my truck away. Now they want storage fees since they did not want to release my truck the same night saying the towing drivers are on other sites. Is this legal to do?The car was not even parked for more than 30mins. DO they have to call the PD to inform before they tow the truck away?

Wow,  you have  handicap tag, and it was parked in a space... They attempted to tow it cause the tag fell down ?

Heck, I would think that if the vehicle is a regular in that space that the tow company (if they cruise the lot) would be semi familiar with the vehicle...

Now, I do not get the idea of them towing it away after you were going to pay the fees, and they were shown the tag had fallen down...  Strange....

But also yes they can tow it if you did not pay, given enough time to pay the fee.. They do not have to wait for you to go to the ATM or something like that, but come on get real, a few minutes is what "at least I would give"  After all sometimes you have to run inside and get the money..

This does seem strange to me as they could not release it that night, (but it might of been more expensive) till the next day..

As for calling the police, I do believe California law says they have to call them in to the police so that stolen reports are not taken, but that is usually when they get to the yard...

As to the "one hour" tow law, it does not apply in fire lanes and handicap spaces (the later I am not totally sure of)..

This whole thing seems strange, I would do more digging into what happened if you truly feel you were treated poorly...

Sorry for not really having the "the whole answer" but there is way more to this question and it does need looking into...
