Answer
David,  I am not sure what you are really asking, but I am going to take a guess that you mean the following.

It seems like you work for someone like a rental car company and they have a tow truck. What you are asking is if you are only allowed to do your own vehicles.

If this is correct,  then yes you are stuck with towing only "OWNED COMPANY VEHICLES"

I know that New York City has very strict tow truck laws, and permits are needed for that business. The Medallion issue was big news in the towing industry recently.
New York City officials decided that " ANY COMPANY WITH OUT THE MEDALLION WOULD BE CITED AND VEHICLES IMPOUNDED"

This included tow trucks who were bringing in vehicle to drop off, tow trucks going to pickup vehicles in the city, and even tow trucks driving though the city. If I was based in Alabama (I AM) and I was headed to Rhode Island to get a vehicle to tow back to Alabama, I would need a medallion to do such.  But companies who did only their own vehicles were exempted I believe.

Also I know that the New York Thruway also has specific laws regarding towing vehicles on their roads. Only authorized contractors are allowed to provide service on the thruway, But I believe that just using the roadway to get from one area to another is allowed while in tow.

New Jersey Turnpike is supposed to be forbidden for tow trucks on it, but I believe if the vehicle is on a flatbed carrier then its allowed.

Now I would suggest you do a bit of Internet search on New York towing Laws, and you might find the answers you need.

That's the best I can do
