Toyota Repair: air conditioning, liquid freon, ac system

Question
I have a 1999 Camry. I'm trying to recharge the ac system. I have the proper guages, but the system cycles on and off during regular use; I can't get an accurate pressure reading. Can I stop the system from cycling?

Answer
It's doing this because there is something wrong, the correct way to service the system is to evacuate all of the freon from the system and then if possible, vacuum the system and then put in the required amount of freon. This is done with the engine off. If it still cycles after that then the compressor may be bad or there is a restriction in the system which causes the high pressure to be too high or liquid freon is getting into the compressor, the compressor should only pump the freon in the gas state, if the pressure gets too high the compressor shuts off  until the pressure drops and then it turns on again, this is why it's cycling. This could be caused by a restricted receiver drier or a clogged expansion valve.
