Toyota Repair: charcoal cannister valve, charcoal canister, p0440

I have a 2000 4DR SDN CE Auto Camry with 85,000 miles. The engline light came on and when I got it serviced the codes they found were P0441, P0446, P0440 and then said they found the charcoal cannister valve stuck open and it's going to cost about $700. I was wondering what this thing was and I had read a response of yours to someone else saying if it's leaking it's ok. I don't know if it's leaking, all they told me was that it is stuck open. If this is something I do need to have replaced, can I do this myself? Thanks alot

Most of the time these codes come on because of a loose or missing gas cap so make sure that's not the case.
Toyota had issued a service bulletin(TSB EG013-03 revised) that also addresses this condition, it involves replacing the canister closed valve(CCV) not the entire charcoal canister, this valve costs around $70.00 it's located directly behind the air filter housing, be advised that this fix only applies to vehicles built in the US, check the VIN# if it starts with 4T it's built in the US and the bulletin applies.
