Toyota Repair: speedometer, sppedometer, speed sensor

Question
1994 toyota pick sppedometer  fluttered then stopped working. Is it the speedo head? or vehicle spped sensor?

I don't think this vehicle uses a cable

It's more common for the speed sensor in the transmission to fail than the speedo itself, since the speed sensor costs much less than a speedometer I would suggest replacing it to see if it solves the problem, diagnosing which it may be is very time consuming and expensive and may require some special equipment, try replacing the speed sensor I think it will fix the problem.
