More information!  I received a phone call from the Toyota dealership and they confirmed that every component in the evaporative ession system is covered by an extended warranty to 150,000 miles.  And it is not just the Evaporative canister, it is every part from the gas cap until the fuel is injected for firing.  I also noticed that the web site I gave had resources misspelled, again here is the correct link to the EPA website and the settlement made with Toyota....  www.epa.gov/compliance/resources/cases/civil/caa/toyota.html
that is the web site for the EPA, just click on affected vehicles to see if your 1996, 1997 or 1998 Toyota is affected, and it also includes Lexus as well.  I don't know why you don't want to discuss this situation as it affects many Toyota and Lexus automobiles and you can beleive what you read at the EPA site, no one made this up and hacked into the government's web site to post this information.  My question is still why Toyota has not made this known to its dealers and owners.  I was never contacted, the dealership service manaager was not contacted and it seems you were not either as this is not the situation you referred to in your answer.  You may have to call Toyota at 800-331-4331, I spoke to Damian, and my file number is 2005 0915 0796 if that might help.

First, I want to thank you for your help in fixing my 98 Avalon Check Engine Light (CEL) problem.  I found it in a question previously asked about codes P0402 and P1411 and the problem was the EGR Valve position sensor.  Three 7mm nuts and $40.39 and the CEL is off.  I hope it stays off!
I have an problem with Toyota though.  In researching my code problems I found a fact that seems to be unknown to 1996 Toyota owners, 1997 Toyota owners and 1998 Toyota owners with cars manufactured before 2/98.  If you have emisson problems with your Toyota or even Lexus in this time frame be aware that you have been given an extended warranty to 150,000 miles on your engine evaporative emission control system.  Does anyone know about this?  I didn't, Toyota never gave me any notice about it, and when I asked my dealership about it, Toyota of Fort Worth, they acted like I was crazy and had made it all up.  The head of the service department never heard of it and shifted me off to Toyota and their 800 number, gee thanks for all your help!!  But with great persistence, I finally spoke to my fifth person, Damian, and he, with the detail information I found on the internet, came up with the fact that what I knew to be true, was indeed true.  Toyota agreed to a settlement with the EPA on all the motors on all those cars and no one knows about it.  How can that be?  So here is the EPA website and don't let anyone tell you it is not true, no one has hacked the EPA website to post this level of detail, it is the settlement and if you have a vehicle listed in the "affected vehicle" link, you are covered.   www.epa.gov/compliance/resources/cases/civil/caa/toyota.html
If you have paid for a repair on your evaporative emission on a covered vehicle I would demand a refund.  I am so dissapointed in Toyota for not notifying me and maybe you too about this settlement.  And, if you can beleive what my dealership had to say, they didn't know about it either.  Don't bother emailing the Hamilton Loeb, Esq., I did and still have not heard back from him.  Just another weak link in the notification process.  I guess you could leave him a message or maybe talk to his secretary, I'm sure that will be helpful.  Toyota has dropped the ball big time in notifying it's owners.  Ted what is up with this?  How can it fly under the radar?  The settlement was in March 2003.
I just don't understand why notices were not sent to me, I have lived here since I have owned the car and I never saw anything about this settlement.
Answer -
There was a warranty bulletin a while back that extended the warranty on the evap canisters only, on certain models, the bulletins were issued to the dealers in either written form or with technical information system communications and/or both, I used to own a 1998 corolla and did receive this notification, I don't know what settlement or agreement was between the EPA and TMS, don't believe everything you see on the internet, that's all the comments I'm going to make about this.

Answer
Thank you for the reply, since the dealer already called and explained I have nothing to add, I have no need to contact the EPA website at this time and I also can not answer the question as to why toyota has not notified customers, I am not part of the customer relations staff, and by the way the dealer is misinformed, gas caps and fuel injectors and everything else exept for the canister is not covered for 150,000 miles.
The emission control warranty varies from state to state, in CA most emission control components are covered for 3yrs/50,000 miles, there may be a federal emission control warranty or state mandated warranty that is for a longer period but only for specified emission control components, for instance catalytic converters are covered for 8yrs/80,000 miles as well as some engine control computers.
