Toyota Repair: Check engine light, charcoal canister, camry v6

The part I was told to replacve was the VSV valve attached to the charcoal canister.  That part number is 90910-12271

Question -
I have a 1999 Camry V6 and am getting check engine light error of P0446.  I have replaced the gas cap, the VSV valve and the charcoal canister.  Is there anything else this could be?

There is a service bulletin addressing this condition(TSB EG014-99) it involves replacing a control valve on the evap canister, the part number is 25853-20010, is this the vsv that was replaced already?

Answer
The only other thing that may be causing the leak may be a hose connection or leaking vacuum hose that goes on to the evap canister, also there is a corrugated hose from the canister tha connects to the gas tank, there is an o-ring in both ends of the hose make sure both o-rings are good.
