Volkswagen Repair: no heat, coolant system, electrical malfunction

i have a 1999 passat that has no heat and the a/c is always running. i put a new climate control and still have the same problem. if i disconnect a/c compressor and rev engine i start to get some heat out the vents have you ever seen a problem like this? seems like there is an air poket in the coolant system so i bleed it and still the same problem. if you ever had a problem like this what was your remedy.

 If you are getting FULL heat with the compressor disconnected, I would think this is an electrical malfunction in the A/C circuit.
If you cannot get full heat regardless, you may have a clog in the system requiring a back flush of the cooling system or a faulty control heater valve in the engine compartment.  Which situation is a more accurate description?
