Volvo Repair: Will not start after complete overhaul, fuel pressure regulator, electronic control unit


Question
I put a completely new short block in a 1987 740 Turbo (4 Cyl). Now it will not start. Checked the timing twice. Checked that all plugs are firing. Rolled engine over with plugs out and it looked like a lot of fuel was coming out of the spark plug holes?
Daughter ran engine out of oil and threw a rod cap through the side of the block on original short block.
I am a diesel marine mechanic by trade. So I know my way around engines. But this has got me lost, so many wires.

Hi Steve,
       So many systems that could have a problem.
    Find out why so much fuel is getting into cyl...Remove complete injector rack..check spray or lack thereof..use system that captures fuel from all injectors...seperate wide mouth jars..glass is risky..
         The coldstart valve acts like a choke...find it and check its spray...
          Other problems could be related to...misaligned ...cam..crank..distrib...failed electronic control unit...fuel pressure regulator...they do fail.
            Do compression test...just to know.
