Jack
hi did you try to change the bulb. if not the bulb than it is the switch, shorting off and on  I guess you can just remove the bulb , but if it is  a car with a computer I would have it checked out as it could be something else wrong.  ok
-----Answer-----
Jack, what year car ?

Answer
Jack;
OK if the switch is not in the seat belt itself it should be under or in the seat. but it can be flashing due to the computer also,  you could try to snip the wire but it is illegal.  ok  it is a 2000 so I do not think it has anything to do with the computer . did you look for a fuse for the lite.
