Dodge: clicking in the fuse panel, fuse panel, dodge neon

Question
I have a 98 Dodge Neon that won't start.  I had the battery checked and it's good.  It clicks once in a while when I try to turn it over, but there is a clicking coming from my fuse panel on the side of my dash.  I opened it ip and it is one of the big boxes on the bottom of the panel.  I have no interior lights, no headlights but when I try to turn it over, the gauges work.  Like the gas and stuff.
I have no idea what the problem could be, please help!

Thank you

Answer
The big fuses are relays. You're going to have to replace the relay that's bad.Look under the cover of the fuse box and see if one of the relays is for lights (headlights)and for the other problems you listed. If it is replace that relay and you should be back on the road. Also if you find the relay check with an autoparts store before messing with the dealer.RamMan
