Ford: Escort heater, blower motor resistor, climate control system

The blower on my 1994, 4-door, 1.9L Escort SE stopped working completely 3 days ago.  I thought it just needed a new fuse but now it looks like it could be a relay or a switch.  The blower has not worked on the level 3 setting since I bought the car in Oct.  I bought a Chilton manual (I usually use Haynes but someone told me Chilton is better) last night but after 2 hours of researching, I've determined an inoperative blower seems to be the only thing missing from this book (or I'm not looking in the right places).  Could you tell me how to fix my blower?  I live in the great white north and it is cold!  Thank you so much.

Blower Motor Control

The A/C blower motor is controlled by the blower motor switch which is housed in the climate control assembly. The blower motor switch controls A/C blower motor speed by changing current flow through the A/C blower motor resistor (19A706). The blower motor switch has five settings:

OFF (no A/C blower motor operation)
1 (minimum speed)
2
3
4 (maximum speed)
Vehicles without A/C have a single function blower motor switch. Vehicles equipped with A/C have a dual function blower motor switch, which has the A/C switch incorporated within it.


Recirculation/Fresh Air Control

When the function lever is in the RECIRC position, full vacuum is applied to the vacuum control motor (18A318) to position the heater and A/C air inlet duct door (18731). The outside air is closed off and inside air is drawn into the system. In the RECIRC position, air is circulated in the passenger compartment and flows out of the four instrument panel ducts.

Blower Motor
The A/C blower motor (19805) is mounted in the bottom of the A/C evaporator housing (19850). A/C blower motor speed is controlled by the blower motor switch (19986) at the climate control assembly through a A/C blower motor resistor (19A706). The A/C blower motor and A/C blower wheel (19834) have four operating speeds to move the air for the climate control system.
