Answer
Todd:
Can you describe the problem a little more? For example, with the engine idling, or with no accelerator pressure, does the engine immediately "jump" to the hi speed mode?

Is there a check engine light showing?

  Consider the following:

Throttle body defective, vacuum leak, bad electronic engine controller as possibilities...a logical investigation is required.

  Hope this helps,
