Toyota: smog check, smog check, black fog

I went to get my 87 toyota pick-up motor 22R, smog checked. It did not pass.  I'm not the guy can just diagnose the problem or not but he told me its was the carburator that it was running to rich.  Is this true and if it is what should I do to fix this problem so it can pass smog?

Alright, before anything else, I have to say to try a simple "emissons test" treatment in your gas tank.  They are available at any auto parts store and pretty much guarantee you'll pass or your money back.  I used on for a '86 Celica GT-S and it did pass.  Be weary though, after I poured it in, within 15 minutes of driving, it looked like I had blown my engine to pieces because I was drenching the streets with a thick black fog of smoke but after about 2 minutes, it went away and as I said, I did pass the test.  

Now, I can't tell you what it could be without getting your results.  Do you have the emissions test page available.  It'll list CO, NOX, HC levels as well as the state maximum for each one.  If you can scan it, it would be better, but I'll try to point you in the right direction should that emissions chem not work or is not available.  You can also order it online should you not be able to find a store that sells some.  

How does the car run though?  Does it idle steadily?  Is there any surging in the sound?  Does it surge when you are driving?  and.. Have you kept up with all basic maintence?  Oil and oil filter, spark plugs and wires, cap and rotor, fuel filter, air filter (There are more but this is the nitty gritty basics)
