Toyota: Strange Car behavior, external wastegate, t3 t4

Hi, I have a 91 MR2 Turbo and there was a problem that the car has and I don't know the cause of it. Maybe if I was to describe it to you, you might know what it is. The car runs fine under normal driving but when you want to push the car to go fast by pushing the gas pedal, the boost from teh turbo gets cut off at a point and then reboost's back to a certain psi, then gets cut off again. Simply saying it the bogs when you apply pressure to the gas pedal because the boost is not consistant. The max that the car can boost now is about 5.5<0psi and from what I have read it is suppose to be around 8-10 or somewhere between that range. I thought that it might've been the turbo or the wastegate so I replaced the whole turbo kit with a t3/t4 garret that has an external wastegate but even so it still has the same problem.  Let me know if you know, thanks!

Maybe it's the ECU which cuts the boost. It could be that there is something wrong with the electronics. With Mitsubishi Evo's is the same, when there is a boost peak not allowed by electronics, there is a boost cut by the ECU.
