Tips on Buying Cars: First time car buyer, price, scams

Hi Paul, thanks for your great website (usedcartips.org). I'm in the middle of searching for a new or used 2007 or newer toyota camry.  I ran into this car at a toyota dealership in Everett, Washington (Zip:98203). I posted the link below. It was a used 2009 toyota camry with 819 miles asking for $17,860.  It was an internet special price.  What does that mean?  Does that price seems reasonable to you?  It seems to be cheaper than other vehicle in the area.  How much lower could I get it down to?  I like to get it for $16,000.  Is that asking for too low?  I have had prior experienced with sellers posting the wrong price online.  This is my first time buying a car and are not familiar with the right questions to ask on my first visit.  I've read your website about HOW DEALERS NEGOTIATE and HOW YOU NEGOTIATE but I need more pointers.  Should we even discuss about price on the first visit?  Do I need a mechanic to look at a car that is still so new?  The carfax report says that it's totally clean with one owner.

Also, what other fees and tax do I need to consider adding on to my vehicle price?  How much percentage of tax, how much does licensing cost, etc. or is there a place I could refer to for these info in my area?  I wanted to figured out my final, out of the door price, and see what I could afford.

It's a base model but if all checks out a very valid price, as for your offer $16K that will never happen, you can offer $17K do the walk and come back at $17.500
