Auto body repair & detailing: Rim clear coat damage after body repair, rear quarter panel, wheel rims

Hi, I just had a repair which included new paint baked on. The repair was to a dent in the rear quarter panel on the driver side, and the rear bumper.

After picking up the car, I noticed that the clear coat on the wheel rims was peeled halfway down to the center cap, on both rims on the driver side.

Before I had the car repaired, all rims has the start of clear coat peeling. There was no change to the rims on the passenger side, ( which had not been painted)

Could the paint process have damaged the clear coat on the two rims? If so, would I have any recourse?

They may have used a high pressure water hose that may have helped the rims to peel faster or if they put masking tape on the rims it would make them peel. Will they pay for it to be repainted? They may offer to do it cheap on all for rims. It is kind of their fault and kind of not their fault it is a factory flaw.
