Auto body repair & detailing: Dealing with rust., rust paint, rust removal


Question
I'd like to remove the rust from my rear window wiper arm and repaint it.  I'd also like to remove some rust buildup around the rear door.  What's the best tool to remove the rust/paint etc without scratching everthing up too much.  Is a fine wire brush on a drill or grinder as good/better than the same kind of thing made of "nylon"?  I've also heard a lot about POR15 to treat metal after rust removal and before repriming/painting.  Do you have any opinions about this?  What do you recommend?

The only real way to remove rust is To take it to a body shop and have it sandblasted it is much less costlier because you dont have to buy the correct tools .sandblast out the rust comletly should run around 40 to 45 dollars.
