Auto body repair & detailing: scratch on rear bumper, vw cabrio, minor chips

Hello -  I have a black 1997 VW Cabrio and got several scratches on the rear bumper.  The bumper appears to be fiberglass but I am not sure.  I have never done body work but this seems a good one to start with.  Can you please tell me the way to go about repairing this or a resource I should use and the best way to get the supplies?  

The body of the car is generally excellent but there are some minor chips on the metal body itself. Could you also please tell me how to touch up those areas? Thank you.

The best way to repair your rear bumper is to wetsand it smooth with 320 wet or dry sandpaper. If you cannot smooth out the scratches. Fill them with a two part filler made for bumpers. You can pick up the sandpaper and filler at your local auto supply store.After the filler has hardended you will wetsand it with the same paper untill smooth.
You can pick up some touch up paint at the same store and touch up your little nicks.
