Car Alarms: 98 Ford Ranger Wont Start. Viper Alarm., starter relay, ford ranger

My 98 Ford Ranger will not start.  There seems to be no power going to the starter.  It doesn't do anything.  The battery is strong, the starter relay seems to be working.  The odd thing is, if I rock the truck back and forth while turning the key, it will start.  It has a Viper Alarm installed.  Could it be causing the problem?
