thanks Jamie right know im trying to c if there are relays somewhere

Answer
Hi Jamie,
I don't have any wiring diagrams for the power windows of the ram van but I do have them for an '04 LH car and I suspect these are quite similar. I suspect that the rear window local switch has some dirt or occidation on one of its four internal contacts. Even when the switch is not activated, there needs to be a connection between two of the three wires that come to it from the harness and if one of the two internal contacts necessary to make the connection patent is not working then the driver switch will be totally defeated in its function; and also the local switch will behave as you describe (only go up or down, but not both ways).
I am not certain whether you can open the switch without damaging it, but if you can then I would notice all four internal contact points and clean them with electical circuit board contact cleaner in a spray can from an electronic store. If you don't want to take a chance of damaging the switch, then I would find a hole to get access via a straw applicator to squirt cleaner into the switch. Do the spraying when you have the switch in the 'up' and then in the 'down' position as that will expose the surfaces of the two contacts which are necessary to be patent when the switch is in the neutral position for the driver to gain control of the window motor. There are no relays, only complexly inter-related circuits/switches.
