Chrysler Repair: #5 Under Dash IOD Fuse blows:late Sebring, chrysler seabring convertible, digital ohmmeter

I have a 2002 Chrysler Seabring Convertible that keeps blowing the #5 Under Dash Fuse?   That one runs the Radio, Power Locks, Power Mirrors.  Each time I put in a fuse, it immediately shorts out.  

Any ideas on where my overload or exposed wire might be or something I can disconnect to stop this?

Hi Jeff,
I can list every wire of 7 that draws on this fuse, which powers everything that is needed even though the ignition is off. There are 16 possible items that draw on those wires.  Then you might try disconnecting the module/removing the bulb from the socket of each of the items on the bad wire to see if the resistance (measured with a digital ohmmeter) shown on the downstream side of the fuse is lifted from showing a dead short to ground (0 ohms) up to something approaching 2 ohms or more. The downstream side of the fuse is to the right side.  Then examine that item for why it is shorted to ground.
There are 9 plugs on the back of the underdash fuse box and 1 plug on the front. I will list the plugs (their color and total number of pins on each plug) and the pin number on those plugs that carry current from fuse 5. If you remove the plugs, one at a time, then watch the resistance on fuse 5 you can tell which plug is carrying the short. Then you can measure the resistance of each of the specified pins on that plug to identify which is shorted to ground (if it has more than 1 pin that is involved). Then you can tell me the plug (and pin number if more than is involved) that is shorted and I will tell you the item what is on that pin and you can inspect that item for a short.
C2 pin 2; natural 10-pin
C5     12 and 13;  gray 16-pin
C8     2;  black 8-pin
C9     7  and 12;  white 12-pin
C10    6; This plug is on the front of the fuse box, natural 6-pin

Let me know if this doesn't make sense. It is, I believe the only way to find the short.
