Ford Repair: 2000 Ford Windstar van - 3.8 Liter F/I cooling fans on all the time, ford windstar van, 2000 ford windstar

Our church has a 2000 Ford Windstar 3.8 liter F/I van. There are two electric cooling fans mounted on the radiator. The other day they started staying on all the time while the van is started. After starting, it takes about 10 seconds and then both fans come on and stay on as long as the vehicle is running. One of our people said it might be the cooling fan switch or the cooling fan control module. Could this be the problem? If so, where are they located and is there a test we can do? If it might be caused by something else we could sure use your help. The coolant in the vehicle is up to level and this happens whether the engine is cold or hot.

Have you been running the air conditioner at all.The reason that I ask is that one of the fans is specifically for the air conditioning system.If the check engine light is not on then a sensor is not the problem,if a problem actually exists.A low refrigerant level might cause this,have it checked.There could be a problem with the a/c condenser causing both fans to run.
