Motorcycle Repair: primary belt issue, phillips head screws, shop address

I got your pic, but was having trouble sending you somthing back, so I thought I would send it through here.
The two phillips head screws you are refering to are not hte adjusters. They hold the back plate to the adjuster to the inner primary.
There should be a nut or somthing to raise or lower the roller. Looking at the pic I would think it would be the square piece in the center of the roller.
