The rear side windows go down, but rise very slowly.  Is this standard, or could something be wrong?  We tried two similar vehicles.  Is cold weather a factor?

Could be a few reasons, and very cold weather could be one of them. It takes a lot more power to raise the window than lower it, so the motor could be failing, the track mis-aligned, or the weather.

Best way is to have it looked at. Normally, the door panel is removed, which would provide access to the window motor. They can check the amperage to see if it is struggling to raise the window, the motor may need replacing.
