Nissan Repair: idle surge on decel, vacuum leaks, nissan altima

I'm working on a 2001 nissan altima 4 cyl engine.  When the car is warm and you come off the throttle to coast to a stop the rpms will go to 1500 then stabalize after a moment or so.  The aac valve and the tps have been replaced and adjusted.  There are no codes stored and the tps voltage seems to be around .46 volts when the symptom occurs.  there are no vacuum leaks and the idle speed is normal at a stand still. it seems like the air control valve is controlling the idle speed only it is taking it too long to react.  Once again the valve has been replaced with a new one from the dealer.  What is your opinion of my problem.

Check for a stuck positive crancase ventellation valve (PCV) and make sure that the throttle body is clean.  This one still has a throttle cable?  If it is the electronic throttle check the gas pedal as these are a known problem on the Maxima.  I have not had this problem on an Altima as of yet.
