Small Engines (Lawn Mowers, etc.): briggs and stratton 3-1/2hp engine, briggs and stratton, needle valve

QUESTION: Model 92908,type-1224-01, code-7202225
The mower has been giving excellent service for years but engine stopped running as if it were out of gas; assuming this, I refilled the tank, engine started but only ran for 4 - 5 seconds each time I started it.  Problem appears to be the carburetor as I made a test of priming the carburetor and each time the engine ran for a short time.  Would replacing the diaphragm, which I am assuming has the fuel pump built in, solve the problem?  Also, I have already soaked the carburetor in carburetor cleaner after taking it apart and then proceeded to blow the different pick up tubes out with compressed air and they appear to be open.  As this is a very old engine, is it possible that the pick up tubes' screen could be plugged which would cause the effect of it not getting enough gas and cause the problem of it running a short period? Also, experienced that when the engine sets over a long period of time (1/2 to 1 hour or overnight) it runs for a longer period of time. Thank you for your help.

>>From your Description it Sounds like the Needle Valve is Not Adjusted Correctly, a Bad Diaphragm or the Pickup Tube Screen is being Restricted.
>>Did you Adjust the Needle Valve?
>>Turn Clockwise Until "SNUG". ***Be Careful and DO NOT JAM the Needle Valve.***
>>Now Turn Counter Clockwise 1 1/2 Turns.
>>Start the Engine.
>>Now Carefully Using your Finger, Rev the Engine Using the Governor Linkage and Adjust the Needle Valve so the Engine Revs Correctly from Idle to High RPM's.

QUESTION: John, Thank you so much.  This was very helpful.
I have another push mower which is giving me trouble.  I would like to purchase any parts needed for both mowers at the same time to save on shipping.  Can you help me with this one.
Model 10A902 Type 0171-01, 97052054  4HP B%26G engine

When engine is first started cold, it starts very easily with no problem.  Within five seconds the engine floods and blue to black smoke comes out of exhaust.  I tried changing the spark plug which is very wet when taken out.  The engine continues to run very rough and uneven until it is turned off.
