Small Engines (Lawn Mowers, etc.): Craftsmen engine no longer primes, craftsman lawn mower, float bowl

Hello, I have a Craftsman Lawn Mower Model 917377593.  It has a Tecumseh 6.75hp engine with a bulb primer.  I was having problems keeping the engine running, so I replaced the bowl kit, part # 730637A. The mower runs fine, but the bulb primer is no longer functional, and here that was the one thing that always got the mower started. Now I have to use starting fluid to start the engine. I checked to make sure the gasket holes were lined up correctly and everything looks good.

Any ideas on what could be wrong here?  Is there a good diagram that shows how this should look?

this unit  sounds like a  vlv  engine with self propel - ?
carburettor is a vector  carb with all required jets etc in the float bowl,  top half is alloy
btm half is plastic  could be  a split or married  system   
married  system has the main jet IN THE FLOAT BOWL  -
in this order -:  o ring, mainjet, spring, bowl washer, drain bowl screw

provided carb is clean and jets all clear, i would check  air filter backing plate for blocked holes that allow pressure to be passed on to float bowl are clear and backing plate is not warped - you could alo try using a new primer bulb kit  pt #36045a  
and 2  backing plate gaskets 36048b you will find the gasket has a sticky side   and may also need  carb to manifold gasket Pt # 36184
are you sure you put the  gasket between the  carb body and the bowl the  back in the right way ?

if use new primer kit  do not use old bulb retainer  

pressure from bulb being depressed is routed to float bowl and forces fuel up the emulsion tube to enrich for starting

if air enters @ bulb side no pressure supplied to fuel in bowl ,if leaking passageway joint @  backing plate no  pressure applied to fuel in bowl ,  if leaking bowl gasket no pressureapplied to fuel in bowl  if  restricted backing plate none either .
