Do they make a electric start system for a Troy-Bilt 5Kw Generator with a B&S 10hp, #1919 engine?

I'd need the model and type numbers off the engine to tell you what you'd need to do that sort of installation.

There isn't a kit from Briggs and while there may be someone out there who sells such a kit, it would be nothing more than the parts needed to convert to electric start.  The reason why there's not a kit is that it's not cost-effective to do this conversion.  By the time you buy the new flywheel, stator, battery, starter, switch, solenoid and wiring, you would almost have bought a new engine.

Now there are a few instances where the flywheel and stator are already there.  If your current flywheel has a toothed ring gear, then it's possible you could save some of that money.  This is usually on off-brand generators though.
