Steering Column Repair: 1989 firebird steering column repair tilt, steering column repair, tim dutton

Question
Need steps to take to find problem in steering column, to take apart till find problem. I have piece of metal clamped around column to hold stiff and driveable. But can't use tilt and high beams. Don't have money to pay mechanic who says have to take apart column find problem.
1989 pontiac firebird auto trans.,305 eng., formula .Power locks, cruise control. lock on column.
Can you please help how to start to take apart horn, etc.?

They are broken down into step by step detailed instructions. Although the instructions are not for your exact car, the column is very similar to yours.
