Steering Column Repair: 1994 Chevy Astro w/tilt ignition problem, steering column repair, chevy astro

I have a 1994 Chevy Astro EXT (manufacture date 1993). Started fine, had problem putting in gear then was unable to turn key to off position. Sprayed gear link with wd40 shifted ok after that. My problem is the lock cylinder turns freely with key inserted, no start, as if lock cylinder isn't attached to mechanism.From googling it seems the problem is the ignition actuation rod. I have been unable to find a decent repair manual locally. Is it the ignition actuation rod? And if so, Can you tell me how to locate and access the ignition actuation rod to see if it's bad and replace it if it's needed?

They are broken down into step by step detailed instructions. Although the instructions are not for your exact car, the column is very similar to yours.
