Will the steering column from a 1999 ford ranger fit a 1997 explorer?

No it won't fit.  The only interchange for your 97 Explorer would be 1995-1998 Explorer or Mountaineer and they must have the same options.
Here's a website that gives you access to the back door of all the salvage yards i the US.  Enter your vehicle info and then when you submit the search, look at the left column for all the years and vehicles that will interchange.
