hi there can you please tell me the lubricant or silicon name that is used in  99 WRX MANUAL GEARBOX VISCOUS and where can we buy it from thanks

Its only purchased from Subaru,  I do not know the part number, you will have to talk to your dealers  parts department.

I have never purchased it,so I am not sure if its even available separate from the coupler.

You do realize the transmission comes apart, and the coupler has to come out, thew couplers typically can fail and leak the fluid out into the transmission we will just replace the coupler and not attempt any sort of repair.
