Towing Issues: Property inside an impounded vehicle, oregon revised statues, tow company

Question
My car was impounded in Eugene Oregon and I was arrested at the same time.  When I was released from jail I contacted the tow company to retrieve my property that was in the car.  The tow company told me that they wouldn't let me retrieve my property until I either signed over the title to the car or paid them 150 dollars.  Can they do that, it seems like robbery to me?

Answer
Well, I hate to say it but it sounds like the vehicle being towed, and the time involved till you tried to get your property might of been a while...

But generally, the tow company wants to get paid for the job they did and as such personal property becomes a "bargaining value"

But there most likely is more to this question... If the police had it towed because you were arrested, then it falls under the laws regarding towed vehicles in the Oregon Revised Statues.

Cruise down to the 6th page of this link and you will see where the lien process and the personal property issue is discussed...  Now I know this was a proposed law, but I am not sure exactly what made it though with the final bill (I had a computer failure and lost most of my information which was current)
