Towing Issues: towing a boat behind a 5th wheel, 5th wheel, california one

Hopefully you might be able to help with this one.  Even the DMV can't give me a straight answer.  I am trying to find out if it is legal to tow a boat behind a 5th wheel in California.

One employee told me it was legal, but I would need a non-commercial Class B licence, a second employee told me no that wouldn't work because the lenth would be exceeding 45', and that I would need a non-commercial Class A licence, but I cant find anything regarding this on DMV's site or in the Highway Patrol Law.  However, I do see people doing it ALL the time.

"Towing more than one vehicle with a passenger vehicle or pickup weighing less than 4,000 pounds is illegal. The driver is also required to obtain a Class A (Commercial) license when towing more than one vehicle. (VC Sec. 21715) Vehicles that are towing are required by law not to travel more than 55 MPH regardless of speed limit! (VC Sec. 22406)"

Then, and only then, your total combined length can be upto 65'.
