Cadillac: breaks, leaky seals, fluid leaks

Ive got a 78 coupe deville thats been sitting for 5 or 6 yrs. I got it to running but the breaks wont pump up. I checked the master cylnder and its full of fluid. What could the problem be?

Answer
Either the brakes are way out of adjustment at the wheel or the master cylinder has leaky seals internally IF you have no external fluid leaks on the ground.

It could also be the proportioning valve but this is rare.

Try bleeding all the brakes at the wheels.
