i have a 97 dodge ram that would not connect for state insp.the check engine light is not on.any ideas,mike

I have had similar problems while trying to read codes. The best source to remedy this problem, unfortunately, would be the dealer. They will most likely be able to find the cause of your PCM not connecting with the scanner. More than likely the PCM itself is the cause of the problem and may have to be re flashed.
