Dodge: fuel system, water in the fuel, dodge dakota

Question
I own a 1995 Dodge Dakota v8 with 170,000 miles. It seems to be starving for fuel. I know the fuel filter is on the gas tank. Is this difficult to repair? Also, how can I tell if it is only the filter and not the fuel pump? thankyou

Answer
It's not a bad job if you have a place to do it.You'll have to remove the tank to replace it.If when you turn the key to the on position you hear a roaring noise from the tank the fuel pump is working. You could have water in the fuel.A stopped up catalytic converter will cause these symptoms also.
