Honda: 89 honda accord, 89 honda accord, diagnostic light

Question
I have a 89 honda accord lxi.  We just replaced the starter and sparkplugs and it has a new battery but it still won't start. Oh it had just rained really bad and the inside flooded where the ecu is but it wasn't wet. Someone said something about an oxygen sensor but i don't think thats the problem. The check engine light comes on but the diagnostic light just stays on no blinking.  What can I do? Thanks!

Its not the 02 sensor.does the starter turn the motor or no?Usually somthing that causes an engine light wont cause a no start.If the motor turns over make sure your fuel pump is working make sure your getting spark.Does the car have a carb or is it injected?
