Isuzu: 95 rodeo noise, cold weather, lawnmower

i own a 95 rodeo automatic. i replaced the engine last year at 150k with a used engine with 60k. no issues since replacement. the current issue isa noise that sounds like a lawn mower when the rodeo is started and in motion. any idea what this could be and the potential cost of repair? the other issue is the belts scrubbing in cold weather. once the rodeo is warm the belts no longer scrub. should i be looking to unload the rodeo or is this a minor repair.

How exactly does it sound like a lawnmower? Does it idle at a high speed? Check your rpm meter after starting and tell me what it idles at please.

The belts scrub? Does it give off a high whining pitch after you start it in cold weather or does it do that everytime you start it?
