Tips on Buying Cars: fair value for used care/rule of thumb, used, car

I'm looking on-line at Japanese vehicles (used) for a vehicle I will need once I'm in South Africa.  So far, what I'm seeing is that most of the cars from this one particular site I'm looking at are around 1999 -- 2000 time frame (with mileage varying from car to car).

All things being equal, what is a good rule of thumb to go by when buying one of these types of cars?  For example, for a used car from year 2000, with, say 75 miles on it, what would a reasonable price be for such a vehicle.  

I know it's hard to answer exactly but is there a ball park $ for this type of car?

When looking at older vehicles there is only one factor " CONDITION " miles - year - model - make - takes a back seat,,, a vehicle with 100K can be in much better condition than same with 50K,,, how to get value for your bucks becomes the key, and that is my expertise.
