Used Cars: emissions test, vehicle emissions, selling a car

I just bought a car a week ago. I had some issues with it the next day. They agreed to fix all the repairs except the exhaust issue. The converters needed to be replaced. I told them that it would not pass emissions if they where bad. They tried to tell me that they would pay for half the cost to fix them which was over $1500.00. I said no. My question is. Does the dealer need to provide proof of emissions before selling a car or are they liable to fix the problem if it does not pass?

If you bought the car AS IS the dealer is not obligated to fix anything, check the bill of sale.
