1800 watts power handling
800 Watts RMS
200 oz. magnet
Dual 4 ohm voice coil

what would be the best amp for full use of the subs?

With dual 4-ohm subs, you can choose to wire your subs in a way that results in either a 4-ohm total impedance, or a 1-ohm total impedance.  Given the rated RMS power handling, I'd look for an amplifier rated between 1000 watts and 1600 watts RMS, either at 4 ohms or 1 ohm.  Amplifiers that can produce that kind of power into a 4-ohm load are uncommon, and typically expensive; so you'll probably want to look for a 1-ohm stable amplifier.  Here are a few options:

Hifonics BXi 1210D
Hifonics BXi 1610D
Power Acoustik BAMF2000/1D
Power Acoustik A1800DB
Orion XTR10001
Orion XTR15001

In general, I'd look for either of these options:
-A mono amplifier with an RMS power rating between 1000 watts and 1600 watts at 1 ohm, or
-A 2-channel amplifier with an RMS power rating between 1000 watts and 1600 watts at 4 ohms.

Always look at the RMS ratings, and ignore "peak" or "max" ratings.
