Questioni have a 99 cadillac deville and my driver door doesnt open from the outside but it opens from the inside what could be the problem

It sounds like the outer handle or mechanisms are disconnected. These cast handles do break on the inside of the door. These handles also have linkage that occasionally slip off, but more commonly the handle breaks. If in color, you will need to have painted first. You can buy spray cans at auto zone if you are doing yourself.
Instead of trying GM for the handle, you might want to try ebay first.
It is possible someone might have tried using a slim jim ( vehicle entry tool that slides down between the door and the glass to unlock the door by reaching the inner locking mechanism linkage) trying to break into the car could have knocked the linkage from the door handle off.
You will not know exactly what you have until the inner door trim panel is removed. These are the only two reasons why the door won't open from the outside.
