Cadillac Repair: 94 Caddy Sedan DeVille 4.9 ci, synchronous motor, idle speed control

Question
The problem I have is in the idling of the engine. The vehicle idles well, but in the summer when I turn the AC on, the AC slows the idle down somewhat, and while driving, if I step on the gas pedal heavy, and then quickly take my foot off the pedal, the car will sometimes stall.
If it doesnt stall I can feel a +/- surge through the gas pedal. The pedal is moving up and down by it self. The idle sense motor is going +/- . It feels as though this motor is not coming to rest quickly. It can stall on the highway, if I quickly remove my foot from the gas, or when going around  turns where I may quickly remove my foot from the pedal. Is there something wrong with this idle sense synchronous motor.I love the vehicle, and would like to fix it, due to the fact it becomes unsafe when stalling, and losing Power Steering and brakes.
Any thoughts would be appreciated.

Answer
IS or HAS the CHECK ENGINE light ever illuminated while driving the vehicle and or has any other lights illuminated or any messages from the message display center ?.

What work or diagnostics of ANYKIND WHAT-SO-EVER have been performed on the vehicle trying to fix this problem ?.

Your problem sounds like a faulty IDLE SPEED CONTROL MOTOR that must be replaced and other adjustments made and a re-learning procedure of the computer system to set the proper idle speed.

If you are mechanicaly inclined or know of someone who is, You will need a DIGITAL MULTIMETER, Simple electrical schematics, Test procedures and picture locations of the components within the system that is causing you problems of which can't be done on this website which only allows one picture. I do not have a website so you will have to e-mail: onlineautohelp@msn.com in order to obtain the information.
