Cadillac Repair: Lo side pressure too high after replacing compressor, orifice tube, vacuum pump

My husband has replaced the compressor (seals were blown) after replacing compressor and dryer.  The pressure is too high on the low side.  He's certain this is what blew the seals on the compressor.  What would cause this? '88 Deville

Did he flush out the system, Replace the orifice tube and evacuate all the atmospheric air from the system using a vacuum pump ?.

If he did NOT, he needs to do it.

If he did it, Pull out the orifice tube and you will most likely see that it is blocked with small pieces of aluminum from the compressor.
