Chrysler Repair: 96 Neon: no fuel pump, chrysler neon, crank sensor

i have a 96 chrysler neon that doesnt get fuel to the fuel rail.... now i checked the pump and its good and the fuse is still good.... but what i found is that the relays for fuel and asd have power but no ground... and i know this cause i checked the relays and when i tested them they kik on... but once i put them in the fuse panel they dont work.... and i know they have power cause i used the test light to check that....im puzzled so can you please help me

Hi Brian,
It probably has to do with the computer not seeing signals from the rotational sensors (cam and/or crank) which are necessary for it to ground the relays. That is a safety feature which turns off the spark and the fuel pressure should the engine stop rotating (say in the event of an accident). So you need to do a fault code readout of the engine controller to see which sensor is bad, or somethng else possibly. Use the ignition key:"on-off-on-off-on and leave on" doing that in 5 seconds or less elapsed time.
Then watch the check engine light, which remains "on", to begin to flash, pause, flash, etc. Count the number of flashes before each pause. Then repeat the process to verify an accurate set of counts. Then combine the counts into pairs in the order of appearance to form the 2-digit fault codes. The last sets of flashes will always be 5 in each, which means the code 55 which means 'end of readout'.
If you get a code 11 that is the crank sensor signal missing, if you get a 54 that means the cam sensor signal is missing. Let me know any other codes or how to deal specifically with either sensor's replacement, or go to www.allpar.com/fix/codes.html for a code list.
