Dodge Repair: flasher switch repair, passive restraint systems, fuse block

QUESTION: The tail lights on my 2000 ram van don't work.  When I activate the flasher switch, the hazards lights do not work and my rear turn signals cease functioning.  And I still have no tail lights.  Bulbs and fuses are okay.
Q1. What is the likely cause of the problem?
Q2. How does one remove the plastic shell or cowling on the steering column to access the flasher switch?

REMOVAL
Disconnect and isolate the battery negative cable.
Remove the end cap from the driver side end of the instrument panel. Refer to Instrument Panel End Cap in the Removal and Installation section of Group 8E - Instrument Panel Systems for the procedures.
Refer to Relay and Fuse Block in the Contents of Group 8W - Wiring Diagrams for combination flasher identification and location.
Remove the combination flasher from the relay and fuse block Combination Flasher Remove/Install
